The Cosmic features a unique closure system that eliminates clips and buckles around the chin allowing the helmet to fit more securely and comfortably. Instead of a quick-release buckle, the chinstrap is loosened and tightened by turning the low-profile knob on the side. This mechanism is a great alternative for those who dislike traditional chin straps. The ridged ABS injection-molded shell is particularly impact resistant and has 2 vent slots on each side along with 11 vent holes on top.

Quick Adjust refers to the straps of the helmet. Do you want the ability to ability to "quickly" adjust the fit. This could be a dial, or other plastic pieces.
Really, most climbers don't need to change the fit of the helmet often, unless you're climbing with and without hats, or you have big hair that flattens and then requires tightening after climbing for awhile.

To sell a climbing product in Europe, the device must be CE certified. There are no official requirements to sell climbing gear in the US. The UIAA certification is a voluntary process.
